Desired Qualification & Experience
Team Leader – Targeted Intervention (TL – TI) shall be responsible for providing systems support to Targeted Interventions. TL - TI will be responsible for identifying and building capacities of NGOs/CBOs & civil society partners in the implementation of interventions.
The candidate should be a Post Graduate in Social Sciences or Post Graduate Degree/Post Graduate Diploma in Public Health / Community Medicine / Management from recognized institutions and relevant qualification with demonstrated experience in similar field at State or National level. He / She should have at least 7-10 years work experience in the health and development sector of which a minimum of three to five years in the position specific field.
Extensive travel needs to be undertaken in the districts of Maharashtra.
Duties and Responsibilities:
The Team Leader Targeted Intervention will plan and manage Targeted Intervention (TI) activities for the prevention of HIV/AIDS in Maharashtra. She/he would be responsible for managing a network of NGOs, transition of NGO to CBOs and coordinate with various stakeholders including State AIDS Society, Government of Maharashtra, PSI, UNICEF, BMGF partners (FHI, Path Finder & KHPT) in the implementation of targeted intervention activities of TI NGOs of MSACS and MDACS. In addition, Team Leader Targeted Intervention would be responsible for monitoring, mentoring and evaluation of the Targeted Intervention activities of TI NGOs in Maharashtra
Specific duties and responsibilities include:
• Lead the development, successful implementation and monitoring of the targeted intervention activities of the state.
• Develop annual action plan for targeted intervention activities along with the NGO officers of MSACS and MDACS and provide Technical assistance and monitor the implementation of the activities.
• Lead, supervise the team of TI program officers in mentoring and monitoring of TI NGOs in the state.
• Coordinate the NGO appraisal and selection of NGOs for targeted intervention activities.
• Prepare progress and other technical reports of targeted intervention activities.
• Manage and support the documentation of best practices in targeted intervention activities.
• Undertake travel to NGO intervention regularly for mentoring and to provide NGOs hands on skill building in effective implementation of the TI project.
• Provide technical and systems support to the TI program in Maharashtra State
• Facilitate the renewal of contract of existing NGOs including fund release.
• Co-ordinate PSVs, ESRMs and other relevant trainings and workshops along with Team leader Strategic planning.
• Coordinate with MSACS, MDACS and other partners in developing policies and plans for targeted intervention activities.
• Prepare progress and other technical reports of targeted intervention activities.
• Coordinate with other components for integration of HIV prevention activities.
• Coordinate with MIS officer in the development and implementation of targeted intervention MIS activities, and data analysis.
• Work closely with Program Officer – Condom Promotion, NRHM and DAPCU officials.
• Strengthening of TI related STI Clinics, service uptake to ICTC and referral linkages to care and support centres along with STI Specialist
• Provide regular feedbacks to the Team Leader – Overall & Strategic Planning.
• Provide technical support to SACS for timely roll-out of the TI projects as planned in the Annual Action Plan.
• Assist SACS to realign TI intervention areas based on latest mapping data to ensure programs are evidence-based.
• Establish systems to ensure that TI function as per the national guidelines and periodically monitor TIs and grade performance.
• Undertake regular field visits to assess quality of work of TI projects, adherence to NACP-III / SACS guidelines and provide onsite technical support.
• Supervise the work of TI Project Officers and provide technical and managerial guidance for conducting their work efficiently.
• Provide technical support to strengthen the systems within SACS for timely release of funds to TIs.
• Provide regular feedback on reports received from Program officers and TIs.
• Monitor the core output indicators (ICTC, STI and condom usage) of NACP III with SACS TI division and provide regular supportive supervision to the POs and TIs to achieve the output indicators.
• Ensure, regular condom supply by working with Condom Social Marketing Organizations
• Provide support to the Team leader capacity building in developing the TI curriculum, training manuals.
• Evolve mechanisms with TI division SACS to establish better linkages between Link Workers Program and existing TI programs in the state.
• Assist SACS to ensure 100% CMIS reporting by TI NGOs.
• Conduct periodic reviews, and update SACS, stakeholders on the progress of TI programs in the state.
• Provide technical support to SACS for documenting best practices on TI programs in the state.
• Periodically update SACS on the fiscal and programmatic achievements for the TI component and suggest action plans for increasing expenditure and improving performance.
• Coordinate reviews of the monthly plans by PD, SACS with TI division SACS and TSU team
• Provide technical support to TIs with a minimum of 15 days on the field. A detailed tour report to be submitted on a daily basis and complete report within 3 days of completion of tour.
• Identify and develop linkages between TIs for HIV services viz. ICTC, STI clinics, ART centres and CCC.
• Ensure, regular condom supply by working with Condom Social Marketing Organizations

Capacity Building is a critical component of NACP-III that aims to strengthen the quality of services through training of program managers, health care professionals, health care advisors and functionaries of various governmental departments at national, state and district level. Targeted Intervention is by far the largest program under NACP 3 and is implemented in all the states through the NGOs. In Maharashtra State, there are over 150 NGOs implementing TI programs. Targeted Intervention component is a key component under National AIDS Control Organization (NACO). Training of the various personnel of the NGOs including peer educators implementing TI programs is critical to reverse the epidemic.
The Team Leader, Capacity Building (TI) will manage the capacity building activities of the TI programs in coordination with the MSACS / MDACS.
The candidate should be a Post Graduate in Social Sciences / related field with experience OR PG/PGD in Public Health / Community Medicine / Management from recognized institutions. She/ he should have at least 5 years work experience in the health and HIV/AIDS sector of which a minimum of 3 years in the position specific field (Training).
Specific duties and responsibilities include:
• List out the training to be undertaken under every activity, category of personnel wise. Develop annual training calendar for the state.
• Ensure quality and effectiveness of training conducted by STRC and other training institutions.
• Develop training modules based on the needs.
• Facilitate with training institutes to standardize training materials, modules, training tools, case studies and training kits to standardize the quality of trainings
• Assist MSACS / MDACS / STRC to identify and develop learning sites, to provide hands on training for NGO staff.
• Establish systems for regularly assessing training needs of MSACS & MDACS officials, DAPCU, Health Care Providers, NGO staff, Community Members, Other Ministry / Department officials and evolve strategies to address emerging training needs.
• Technical support to MSACS & MDACS for documenting success stories (best practices) in training and capacity building.
• Coordination, planning and review meeting with State Training and Resource Centre, stakeholders and TSU to identify and address issues
• Coordinate and conduct concurrent evaluation to assess the impact and Training needs assessment to identify the gaps.
• Regular field visits as required (at least 40% of the time in the field) to assess the impact of the training provided and identify the gaps in trainings
• All field visits would be followed up with a detailed tour report to be submitted on a daily basis, and a detailed report within 3 days of completion of tour
• Prepare progress and other technical reports of capacity building activities in Maharashtra.
• Take up any other work assigned by the Team Leader – Overall & Strategic Planning.

Vision of Avert Society
To support the state in scaling up and strengthening HIV prevention, care and support programs that are cost effective.
Strategy
Avert Society has been implementing Targeted Intervention projects since 2002. One of the main components of TI is STI care & treatment. The NGOs have part time / full time doctors on board or have identified preferred providers as well as Government STI doctors. Avert has also introduced 6 mobile ICTC/ STI vans in the 5 intervention districts to facilitate the uptake of services. Understanding the importance of having trained staff in place as well as to have regular capacity building inputs in order to ensure effective TI, Avert Society is planning to appoint a consultant to develop strategies and build capacity of the existing staff.
Key Functions: The consultant will give overall program direction and technical support to all STI related activities of NGOs undertaking Targeted Intervention projects with Avert Society. The consultant will develop training module based on the identified capacity building needs of STI personnel (doctors) and impart hands on as well as if required classroom training for the same. The consultant will be responsible for ensuring quality STI program for Avert TIs. She / he will also look after the six Mobile ICTC/ STI vans of Avert Society in Thane, Aurangabad, Jalna, Solapur and Nagpur.
Duties and Responsibilities:
• The consultant will monitor STI programs with TIs
• The consultant will conduct periodic assessment of all doctors (including preferred providers) associated with the NGO for TI project and conduct need based trainings following NACO guidelines.
• The consultant will take stock of the drugs available with TI NGO partner on monthly basis.
• The consultant will submit district wise monthly report on the progress made.
• The consultant will also monitor the Mobile ICTC/ STI vans.
• The consultant will ensure adherence to guidelines for the Mobile ICTC/ STI vans.
• The consultant will conduct periodic assessment of all the staff of the Mobile ICTC/ STI vans and conduct trainings accordingly.
• The consultant will ensure timely and correct reporting of Mobile ICTC/ STI vans.
• The consultant will liaise with MSACS for ensuring supply of STI drugs to TI NGOs and of HIV testing kits through DAPCU to Mobile ICTC/ STI vans.
• The consultant will monitor & maintain database for STI and ICTC components of TI program.
• Coordinate with NGOs (TI & Mobile ICTC van) for any programmatic related activities like meetings, reviews, trainings, etc.
• Undertake any other additional activities as suggested by the Reporting Officer
Deliverables:
• Identification of capacity building areas for the doctors associated with TI NGOs (part time / full time doctors, preferred providers identified by the NGO as well as doctors on the mobile van of Avert Society)
• List of identified needs
• Drug stock update every month form all TI NGOs
• Reporting on the district wise achievements every month.
• Ensuring delivery of drugs to TI NGOs and HIV kits to Mobile ICTC/ STI vans thorough MSACS.
• Ensure submission of monthly reports (technical & financial) by sub-partners
