The goal of the 3rd phase of NACP is to halt and reverse the epidemic in India over the next 5 years by integrating programs for prevention, care, support and treatment.

To achieve a high level of coverage and maintain quality of program implementation, NACO has set up "Technical Support Unit" to support the development and implementation of HIV/AIDS strategies, especially support to the Target Interventions in the state and provide technical support as and when required by SACS.

NACO has identified Avert Society (supported by USAID) for setting up the Technical Support Unit for Maharashtra. Avert Society invites experienced potential & dedicated professionals in the field of HIV/AIDS to join its Technical Support Unit for the state of Maharashtra as:

Qualification

The candidate should be Post Graduate in Social Sciences, Public Health or Community Medicine or Medical Faculty or MBA or relevant field. Candidates with other PG degree with extensive experience with HIV at senior level (state, national or international) may also apply. The candidate should be between 35-55 years of age with 10 to 12 years experience in planning & leading team at state or national level. Travel to the districts in Maharashtra is essential.

Duties and Responsibilities:

Team Leader - Overall & Strategic Planning will lead a team of technical officers and is responsible for providing strategic direction to the project and guiding the technical team in the implementation of project activities in the State by providing support to MSACS, MDACS, Avert Society and BMGF. She/he will be responsible for project planning and management including monitoring and evaluation for achieving program results. In addition she/he will coordinate with various partners including state AIDS society, BMGF, UNICEF and other partners in planning and implementation of the TSU activities.

Specific duties and responsibilities include:

A. Basic Functions of the Position:

  • Day to day functioning of the TSU, work closely with the SACS in project selection, monitoring and evaluation of prevention, care and treatment projects in the state under the guidance of project director MSACS/ MDACS.
  • Lead, coordinate and supervise the technical team as well as provide specific and need based technical support to all AIDS prevention, care and treatment projects of the state.
  • Guide and coordinate the technical team in developing the annual action plan.
  • Develop an action plan to monitor and evaluate the progress of the project activities and give feed backs to Project Director MSACS/MDACS.
  • Coordinate with the other technical assistance agencies in the implementation of the TSUs technical component activities.
  • Develop reports for reporting progress of the project to various stakeholders including MSACS, MDACS, Avert Society Governing Board, NACO, USAID as per their requirements
  • Coordinate with Finance Unit for fiscal planning and for assessing the financial progress of the various project activities
  • Coordinate with various partners in Maharashtra including but not limited to MSACS, MDACS, Government of Maharashtra, BMGF, PSI, FHI, UNICEF and others in the planning and the implementation of state level activities
  • Provide oversight, monitor and manage the performance of the project partners including NGOs, institutions/agencies contracted for services with regard to the terms of the grant or contract.
  • Organize review meetings with technical team and monitor the progress of each program area of TSU
  • Provide support and guidance for the development and implementation of MIS activities of the TSU
  • Supervise technical officers and identify capacity building needs for effective performance.
  • Participate in the various NGO/institutional review meetings and provide guidance for project progress.
  • Participate in various project appraisal and selection committees and guide in the decision making.
  • Undertake travel to NGO intervention and other program related sites.
  • In addition, activities as recommended by the Project Director MSACS.

B. Strategic planning, management, implementation and monitoring:

  • Develop appropriate methodologies and processes for systematic monitoring and evaluation of implementation of the state AIDS programs.
  • Assist in developing focus group studies with fellow professionals.
  • Develop and execute periodic short and rapid surveys through the team to understand and monitor the trend in progress vis-ŕ-vis strategies and indicators
  • Develop / assist in implementing appropriate M & E tools and indicators for process, impact and outcome monitoring for the project
  • Adopt / apply the GIS tool to map the target groups and service providers in the project

C. Supervisory and technical support to program:

  • Ensure State & TSU progress on schedule
  • Periodically analyze and review MIS reports on the progress of core indicators and provide feedback to state
  • Organize periodic experience-sharing meets with sub-grantees and project partners after analyzing the monthly / quarterly / annual data received as well as the results of the several studies.
  • Work closely with project directors of MSACS, MDACS and Avert Society for selection of agencies/ consultants for Monitoring and evaluation studies.
  • Ensure quality and systematic reporting of progress statement on program activities to all stakeholders

D. Coordination and Liaison:

  • Coordinate with MSACS, MDACS in attaining synergies for implementing monitoring and evaluation of programs and on various studies as well
  • Provide logistics support to TSU and consultants
  • Assist in capacity building on data monitoring and studies for local partners

E. Documentation and Dissemination:

  • Document the reports and studies for ready reference, retrieval, distribution and dissemination
  • Organize state level dissemination and share best practice of the state to other partners nationally and internationally

For the above position candidates should have Good Interpersonal Communication and computer skills. Knowledge of Marathi language will be preferred.
