Work Place Intervention
Workplace Intervention is a good entry point for public-private partnership, as HIV infection goes unnoticed for years. HIV/AIDS affects the most productive age group of 15-49 years. Since this group of workers is a bridge between the high-risk group and the general population, intervention at the workplace is very supportive in arresting the spread of infection. This is an effective strategy to reduce stigma.
Intervention at the workplace helps in carrying correct messages to the communities and homes of the workers. This client group is available at the workplace in large numbers. So intervention at that place will help preventing the general population from infection of the virus. This intervention program concentrates on organized and unorganized sectors, different kinds of industries and their workers and industry benefit/welfare. It also aims at contribution from Unions and employer’s associations. The workplace has a vital role to play in the wider struggle to control the epidemic.
Strategies for formal sector
Under Work Place intervention Avert Society concentrates on adopting HIV/AIDS workplace policy, it shares the policy with management first and then with the employees. It also conducts sensitization programs for the management, employees and their families. As part of it’s intervention it provides care and support for infected and affected workers and their families with the help of technical partnership with relevant partners.
Strategies for informal sector
Avert Society gets in touch with Local Industrial Association and Unions and they work as implementers of the program. During the mapping of the area ,the possible intervention areas like hot spots/sector/industrial areas are finalized. It also provided partial financial support to such interventions and conducts periodical sensitization programs for workers and their families. Avert Society advocates with national and sectoral level labor policies and follows laws and regulations needed to integrate the HIV/AIDS policy.
Concept of 'Informal Sector'
Mostly these sectors comprise small units with no formal relationship/contracts between the employer and employees. There is lack of legal recognition under regularity, low access to organized market, low social security and protection.
Impact of HIV/AIDS on Enterprises
The HIV/AIDS epidemic is now a global crisis, and constitutes one of the most formidable challenges to development and social progress. HIV/AIDS is a major threat to the world of work. It is affecting the most productive segment of the labor force, and imposing huge costs on enterprises in all sectors.
The major impacts are:
Loss of skilled and experience workers.
Reduced supply of labour .
Rising labour costs.
Falling productivity,
Reduced profit and investment.
Avert Society Strategy in implementing WPI
1. Advocacy Plan:
At primary level, networking with industry on an individual basis & through industrial associations.
At secondary level, networking with Government Departments (DISH, Labour Officer & MOLE).
With respect to HIV/AIDS, advocacy involves raising awareness of the issue; suggesting appropriate action and what is needed for this to occur; and, building consensus and support for its implementation.
2. HIV Program at workplace includes
:
Advocacy meeting with the HR management/CSR head.
Program should be integrated in regular programmes of the company.
Industry to nominate an employee as the HIV/AIDS Nodal Person.
To set up an internal HIV/AIDS committee (officers from different departments).
Sensitization programme for Internal committee.
Memorandum of Understanding (MOU) is signed between Avert Society & Industry on implementing this program.
Help industry to adopt HIV/AIDS workplace policy with the consent of the internal committee/management.
Policy to be laminated and placed at the office at the sites where it will be easily readable by employees.
Translation of the policy in the local language for the convenience of the employees.
To draw an annual plan for implementing the workplace program (in order to reach and sensitize all the employees) .
The industry to identify potential employees who will be Master Trainers in HIV/AIDS.
Training the Master Trainers on STI/HIV & Communication.
Have regular small programs around HIV like quizes, slogans, games, etc.
Encourage the industry to expand their workplace programmes to their contractual workers, as part of their CSR initiatives.
